County That Handles Kailua Records

Kailua is part of Honolulu County and the First Judicial Circuit. Even though Kailua is geographically on the Windward side of Oahu, it falls under the same county and circuit as the rest of the island. All family court records are maintained at the Kapolei Judiciary Complex.

For Windward Oahu residents, the geographic distance to Kapolei can be a challenge. The online tools available through the Hawaii Judiciary are especially valuable here. eCourt Kokua and Ho'ohiki let Kailua residents search family court records without making the drive. For document copies, mail requests and email submissions reduce the need for in-person visits in most situations.

eCourt Kokua is available online 24 hours a day and lets you search First Circuit records by name, case ID, or citation. It is free and does not require an account. Basic case data, including party names, filing dates, and case status, is viewable at no cost.

Ho'ohiki is a more specific tool for family court civil cases going back to 1983. You can filter by the First Circuit, narrow by case type and year, and search by name or case number. If you don't have a case number, this is a helpful way to find a case using what information you do have.

In person, the Kaneohe District Court has public access computer terminals available from 8 a.m. to 4 p.m. on weekdays. The terminals are in the lobby area near the main entrance. This gives Kailua residents a local option for basic case lookups without making the longer drive to Kapolei.

Note: Public access terminals display the same data as eCourt Kokua. For certified copies or full document sets, you must contact the Kapolei Legal Documents Branch.

Accessing and Copying Records

For document copies, contact the Legal Documents Branch at Kapolei: phone (808) 954-8310, fax (808) 954-8333. Mailing address: Legal Documents Branch, Ronald T.Y. Moon Judiciary Complex, 4675 Kapolei Parkway, Kapolei, HI 96707.

Fees follow statewide rates. Copies of 1 to 30 pages cost $3. Certified copies add $2 to the base fee. A name search (if you don't have the case number) costs $5. Mail requests take at least 10 business days. Given the distance between Kailua and Kapolei, mail or online requests are often the most practical option for Kailua residents.

For older records or documents not available through current online systems, the Hawaii State Archives in downtown Honolulu may hold relevant materials. The Archives are at 364 S. King Street, Honolulu, HI 96813, (808) 586-0329.

Types of Family Court Records

Kailua family court records filed through the First Circuit cover the full range of family law matters. Divorce, legal separation, child custody and visitation, child support, adoption, guardianship, paternity, and domestic violence protective orders are all part of this system. Most civil family court records are public unless sealed by the court.

Records from adoption cases are sealed after the adoption is finalized. Most juvenile records are restricted under Hawaii law. Termination of parental rights cases and child welfare matters are typically not available to the general public. Access to sealed files requires a court order. The family court has jurisdiction over these matters under HRS ยง571-11.
